Toms River homeowners say costly Sandy repairs aren’t needed. Now they want to fight them

Substantially Damaged Home:
After Sandy, more than 3,500 Toms River properties were designated as substantially damaged. The majority of those homes have been repaired and elevated to meet federal flood-protection standards.
Flood protection:
But more than 700 Sandy-damaged homes do not yet comply with federal flood mandates. Owners of some of those properties believe the houses were improperly designated as having substantial damage.
Some homeowners who completed repairs themselves said they spent far less than half the value of the structure.
The substantial damage designation is important, because substantially damaged structures are required to be elevated or otherwise modified to make them less vulnerable to flooding. Elevating a home can cost $100,000 or more.

My name is Matt Nolan, and I am a 1982 graduate of Seton Hall University majoring in Finance and earning a BS/BA. I have worked in the real estate industry since 1985 and founded Parkwest Property Appraisal in 1989 and specialize in the Valuation of Residential Properties, with an Emphasis in Real Property Protest Arbitration.
I am a State of New Jersey certified Appraiser (#42RC00025600) and a Real Estate Officer at the Monmouth County Engineering Dept. I have helped hundreds of homeowners throughout New Jersey navigate and succeed with tax appeals. I am also frequently consulted on Right of Way Projects, Reviews Appraisals for Eminent Domain and I have negotiated satisfactory settlements with property owners, on behalf of Monmouth County.
Born in Rockville Center, New York, I have been a resident of Monmouth County since 1969 when my family moved to Spring Lake. I moved to Manasquan in 1992 and still reside there. In my spare time, I enjoy a good game of rugby or golf and love fishing the Atlantic.
